At Kamiooka Station, there's Tsunahachi in the Keikyu Department Store and Tempura Ebinoya in Wing Kamiooka. Tsunahachi has an eat-in area in the basement and a restaurant on the 10th floor, but I remember the basement eat-in area being the most affordable and delicious.
